Digital Filipino Club & Bloggers Networking Event in Cebu 2


The Digital Filipino Club has onced again organized a fellowship/networking event where e-commerce industry players and bloggers can catch up and exchange updates. This will be on July 11, Saturday, 6 to 11 pm at the Teatro Casino, Waterfront Cebu City Hotel & Casino, 1st Salinas Drive Lahug, Cebu City. The event was sponsored by one of their club members, PAGCOR cebu.

Most of the guests were basically from Cebu Bloggers Society, some from Istorya dot Net, newbie & aspiring bloggers, the owner of Mynimo dot com, the owner of Ngkhai Mr Wilson Ng.

The food was prepared by "The Port" & was awesome which I went twice to fulfill my stomach! We had some raffles and freebies from Ayosdito PH, Yahoo (Shirt, Pop pins), PAGCOR (Shirt, Shopping Bag, key chains, some sort of GC for Casino Filipino). I got to finally try out some of the "Games" in Casino Filipino, but being the newbie that I was and also my fellow bloggers, we all lost Php3,500 worth of cash in one betting. Oh well, better luck next time! There is always next year!!

Gained a lot of insights from the forum; although I didn't raise any questions since I was still recovering from the rapid absorption of information; also I was informed it will be a quarterly event, so perhaps if I would be able to attend the next session, then I will definitely ask a lot.

Caravan on Good Governance

The World Bank - Knowledge for Development Center (WB-KDC), in cooperation with Kaya Natin is currently undertaking a Good Governance Caravan from June 23-29. For the University of San Carlos, June 29, 2009; 9:00AM - 4:00 PM at the CAFA Theater in the Talamban Campus with the Speaker: Hon. Jesse Robredo (Naga City and Good Governance Champion)

Aside from Hon. Robredo sharing his piece about good governance, the forum was a venue for gathering the youth and soliciting from them their thoughts about governance in the Philippines. The brief workshop in the afternoon where answers to the questions will help generate the "Youth Agenda". The same will be used for future youth engagements especially with the upcoming 2010 elections.

Hon. Robredo talked about naga city's best practices regarding good governance:

Accountability - capacity to take public officials to task for their actions
Transparency - the availability and accessibility of relevant info. that people need
Predictability - the uniform and effective enforcement of laws and regulations
Participation - the people's capability to participate in governance processes themselves.


With regards to accountability, "TRUST" is its foundation and what they did is that they have a Citizen's Charter. It is a 315-page guidebook on the 140 or so front line services of the city government. It's location and procedures are documented step-by-step with requirements, maps, contact number w/ personnel and related fees. (I WANT THIS IN CEBU WAAAAAAAA)

Transparency is manifested in their award winning and always updated website with full disclosure of proposed budget, minutes of meetings and bid requests/results with email and SMS contacts of related government officials.

Predictability and Participation is shown through the NCPC (Naga City People's Council)which is a city level federation of lose to a hundred NGOs and POs with Biz institutions. In which they vote and deliberate with regards to city's legislation, bids, proposed projects and the like.

Naga City's Achievements:

19% poverty incidence to the region's 40%
5.2% unemployment rate which is lower than the national average
115% higher than the national average per capita gross product
A comparable family income which is 126% higher than the average family in Bicol and 42% higher than the national average.

The event was nice even though I was late ehehehe..but how I wish we could make cebu's governance more "people friendly" wherein we not only the youth but most of the citizens participate in helping cebu move forward and help enhance the lives of its poor people and cebu as a whole.

We, the people, do not even realize how powerful we are. The solution lies in the local community and its people. If local governments are not up to the task, then the local community leaders must emerge to lead and show the way.

A government is not just comprised of elected officials but citizens who exercise there rights and freedom to participate in building a better community, country and world.

Journey of the Balangay

A replica of an ancient Philippine boat will be used to sail around Southeast Asia and possibly to Africa to promote Filipino pride and unity.

The replica of the balangay _ a wooden-hulled boat used in the archipelago about 1,700 years ago _ was built in 44 days by native Badjao boat-builders from the southernmost Philippine province of Tawi Tawi using traditional skills handed down through the generations.

The balangay is planned to travel every major port of the Philippines, Southeast Asia, Micronesia, and Madagascar. By 2012, they plan to sail on the Atlantic and all the way around the world. If all goes as scheduled, the balangay will drop anchor home by 2013.


The balangay would accommodate 20 people, with the Philippine Everest Team, coast guard personnel, medical officers and our traditional seafaring brothers - the Badjaos as part of their crew.

"The boat will leave Manila in mid-July after training at Sangley Point, a former U.S. naval base in Cavite province. Dr. Ted Esguerra, the group's medical officer, said the expedition will conduct medical missions in poor coastal communities during its stops. The group will also teach disaster preparedness, help protect endangered coral reefs, and plant mangrove trees to protect fragile marine life. Valdez said coast guard and navy vessels will monitor their trip and come to their assistance if needed. (AP)"

CBS meets Senator Mar Roxas

The Cebu Bloggers Society and myself met up with Senator Mar Roxas at Coffee Bean and Tea Leaf in IT Park, i2 building last June 11, 2008 at around 6pm, a day before independence day.

Questions were raised by the bloggers and some stranded concerned individual who invited and helped himself in asking also his own questions directly to Mar Roxas. questions raised were concerning the issues on the wedding preparations with Korina Sanchez and what his main platform or agenda would be focused on if he would run for president this coming 2010 Philippine elections.

The Wedding is still being planned, and Mar has to do "pamanhikan" to 3 siblings and many other relatives since Ms. Sanchez's already parents have passed away already, Mar Roxas said. And for his platform, he cited 4 Pillars in which his plans shall revolve on.

First is to provide the basics such as food on every Filipino's table. And to solve that, we must produce our own food and invest in our long outdated agriculture by re-educating our farmers and providing them related support systems. Second is investing on everyone's future which is to have a quality education. And as far as how he is going to do and accomplish it, he said that it would be best to take things slowly but surely for you can't immediately solve problems by rushing things. Next is Fairness and Justice, that means faster and fair court decisions for everyone, whether you are rich or poor. And lastly tackling our economy for it would benefit everyone may you be in Luzon, Visayas or Mindanao.

He also said that our no. 1 problem in the country is Graft and Corruption which is the link for all other problems like in education, health care and the like since graft and corruption hinders the total enhancement and development being done for these other issues.

Reflection

I was thankful to have had an opportunity to listen to his answers which was raised by my fellow bloggers. Although I was not able to raise my own questions due to time constraints, at least now I know where Senator Mar Roxas stands. It definitely helped me in my decision making process in selecting a qualified Philippine President for this upcoming 2010 Philippine Elections.

Although I may not totally agree with everything the senator said, like we should totally focus on Graft and corruption and some other stuff but I also liked his answers as to the issues on federalism, and the slowly but surely approach towards addressing the issues our country is currently facing. It was nice to meet him overall, when he got in for a photo-op by Sun.star I even accidentally stomped on his fingers but anyway he still shook my hand (Hey, It's not everyday you get to meet a senator you know!)

But I believe that uplifting this country is not to be placed in one person's shoulders, the senator must also consider that he will need all the help that he can get and empower the people to not wait to be told what to do to help their respective communities and solve their own problems. And at the very least with that, we can move forward faster, solve our problems a little faster and ultimately make each filipinos lives better.

Sun Star Photo Contest Launched


Sun Star Cebu, together with Basic graphics inc. and printing possibilities, have launched a Photo contest solely focusing on cebu. Sun Star’s photo Contest has two categories: “TEACH” and “MY CEBU.” The Photo Contest’s sponsors are DOT (Department of Tourism) and Photoshop.

You may get the registration form and at the same time submit your entries at any of the following areas: Sun Star P. del Rosario; Sun Star Fuente; Sun Star Mandaue; and/or Photoshop Baseline Center. Category Description:

• "TEACH" - photos should depict any forms of teaching e.g. students and teachers inside the class room, teaching a baby how to walk, etc.

• "MY CEBU" - photos must show what is Cebu for you (tourists spots, events or its life and culture.

General Rules and Guidelines:

1. Sun Star Photo Contest is open to all amateur and professional photographers in the Philippines except direct employees of the company and their relatives to the 3rd degree of consanguinity.

2. All photos submitted as entries must be taken within the contest dates.

3. Pictures must be colored or black and white.

4. Entry pictures must be in 8x10 prints, free of any watermarks or any markings and submitted with corresponding JPG and RAW/NEF files inside a CD or DVD.

5. Digital manipulation acceptable are adjustments to color, contrast, brightness and sharpness; removal of dust and scratches; cropping; and black and white conversions. Not acceptable are photo composites (combination of two or more photos); the addition; duplication; deletion or moving of objects in the photos; or the use of artistic digital filters and effects.

6. To join, applicants are required to fill out entry forms which they can get from any Sun Star Cebu Branch (p. Del Rosario St., Fuente or Mandaue Branch).

7. Submitted photos must have a date, name of photographer, brief description and must be identifiably taken in any place of Cebu for the "My Cebu" category.

8. Photos submitted must have been unpublished and should not have been posted in any website or social networking sites.

9. Only two (2) photos per category per month may be submitted free of charge per photographer. A charge of P100/photo will be imposed for additional entries up to a maximum of ten additional entries per category per month.

10. Judging of monthly entries will be based on entry number and not by photographer's name.

11. Two entries per category will be chosen as winners every month and these will qualify for the Grand Finals on October 2009.

12. Entries per month must be submitted on or before the following dates: May 30, June 30, July 30, August 30 and September 30, 2009. Winning entries every month will be announced in the newspaper. None-winning entries for the month will not qualify for the next month's judging.

Cebu Bloggers ning ATAKE!!

Ang mga Cebu bloggers ning atake sa SM entertainment area para mu apil ug tan-aw sa ASUS Ultimate Overclocking Show 2009, which is a first in the Philippines. Ug gi atake pod sa daghan nga mga Cebu Bloggers ang Bigby's ug sa SM North wing pod.

Gi atake nila ang pagkaon mura wala pa kakitag ingon ato nga pagkaon...napagani uban nga nag round 2 you know!


The Asus Overclocking Show is a contest between two groups with four members and has previous overclocking experiences. They vied for the different cash and other prizes to be given to the winner for a specific criteria in overclocking. Six criterias are given for the scoring: Highest % Overclock, Highest CPU MHz, Highest Bclock, Highest memory speed (any timing), Highest 3DMark Vantage score in the overclocked system and Highest Super PI.

Believe it or not, I learned a lot about overclocking…at least I am no longer ignorant with regards to such terms even though I was nosebleeding half the show because of the terms the master of ceremony was saying.

After the ASUS Ultimate Overclocking Show 2009 last Saturday, the Cebu Bloggers Society was treated to dinner at Bigby’s Cafe & Restaurant!

We got a buffet, gift certificates and some camwhoring moments and might I mention that the food was GREAT!

After the meal, there were a few CBS announcements, while some of us was still cam-whoring on the side then we said our parting words and thanks to the ASUS people. Some CBS friends went to shop for food and stuffs for their overnight activity at McBilly’s house. The rest stayed in one place and had some crazy talks specifically in the Northwing Atrium area.

Unfortunately for some of us, we had things to be done and we also parted ways with those going to the overnight session. And they went on to do some SNN worthy moments and situations!

Alternative TEXT/SMS Voting for 2010 Philippine Elections

Before we go into the SMS/Text Voting for 2010 Philippine elections, we must first re-analyze the currently proposed Full Automation of Elections for 2010. Be it SMS/Text Voting or Automating Philippine Elections in 2010, its up to you.

Automation in the 2010 Philippine Elections

The COMELEC has asked for P11.3 billion to fund such a project. How can we make the automated system easy to use? In Florida, a poorly designed voting machine led to 13% not casting their vote for their desired representative. The touch-screen interface was inconsistent, leading to confusion and a phenomenon known as “banner blindness”. In Finland, the lack of clear instructions (poorly designed process) led to 232 voters (out of 12,234) not finishing the voting process. These voters failed to notice that they had to “validate” their votes after making their picks.

If an independent state in the US got it wrong, think of a nationwide election scenario, with millions of votes to process, these errors will increase in scale. Imagine the situation here in the Philippines, as election sore losers have all the right to complain if ever erroneous results come about in different parts of the Philippines.


Ergonomics & Research

Ergonomics is the study of making stuff “User-friendly or Easy to use” for users or consumers of a particular product and/or service (It’s my own lay-man’s definition). Usability is a crucial factor for this system to work. Not just usability, but efficiency as well is needed. Processes need to be simple, quick and effective to the Lay-man. Election machines designs must consider the user experience, or how the average user will react to such a device. Aside from that, programming and Management Information systems also plays a part in this. If the machine is touch sensitive, then the displays must be clear and instructions must be concise.

After all the hardware and software stuff has been done, next is testing. It needs to be simulated through a controlled experiment, in order to work out possible bugs in the program or hardware difficulties. Contingency planning must be done as well in order to counter any possible errors that may be encountered during implementation. You need to first test them on a small scale, and resolve any issues encountered. Before you can even think of wide-scale implementation, all potential problems—and their solutions—must be clear.

Our current process is simple as it is simply writing stuff down on a piece of paper. And even then, some people get it wrong; what more if you force people to vote in a way they’re not used to? The majority of election machines fail to take this reality into account properly.

That is why I am quite skeptical if those COMELEC people push through with their so-called automation plan. And what’s really bothering me is they are talking about stuff that I believe they have little or even no understanding at all. Not that I am underestimating or looking down at their intellect, but the way I see it, it shouldn’t be bided away to a company as to its implementation, and processes. It should be those in charge of the Election for they should take into consideration the interests of the people for the shift from manual to automated elections has a lot of factors to consider. And judging from the WISDOM of other countries, there’s a noticeable lack of learning from the results of the small scale tests. It seems those who implement automated election systems don’t learn from their mistakes.

Don’t get me started on the budget, 11.3 billion pesos to be spent for a short period of time is simply not practical for our country. Why spend so much? Just so we can once again “show off” to the world that we too can do that? Automation or the use of some high tech technology won’t reflect political maturity, and if ever (not being pessimistic) these automation plans push through (despite of it being obviously rushed), and we or they for some reason fail miserably..then we would just end up a laughing stock to the world.

Please enough of copying whatever that is used by the west. We should make our own processes or systems that are tailor-made or customized for Filipinos. So COMELEC people, please consider, the system, the time, the people’s money first, for when we rush things, we are prone to mistakes, more errors rather than considering multiple factors and moving forward slowly but surely. With that, a properly automated election system may not be ready by 2010.

SMS/Text Voting an Alternative

Philippines is the Texting Capital of the World, Let’s Start with that. So with that logic, we can assume that there are more people (even the old ones) have or has a degree of understanding on how to “Text” or send SMS messages compared to that of those mature people in operating a PC or a New Touch sensitive automated voting system.

Now, that has been established we can go about the alternative sub systems to be used to go about SMS Voting for the 2010 Philippine Elections. We can start with the SIM CARD. Let’s say it’s a government issued sim card that is only available during elections and must be surrendered after voting. And as far as the LOAD, there is only enough load to be voted for candidates in different positions.

Now let us go to another issue, voting from home or voting in precincts? I would go for the precincts for it is difficult to monitor if it is left at home; here is how I visualize it:

I get up on Voting day (Assuming that I have already pre-registered to be issued with a voting sim card), do all the necessary stuff like taking a bath and the like. I bring my cellphone with me and arrive at the precinct falling in line to receive the sim card.

When I receive the sim, I am asked to stay in a booth to immediately vote and SMS my vote (inside the booth are instructions on how to SMS one’s vote). After voting, I go to the area where I will surrender the sim and get validated to gain proof that I had voted already (it can be the traditional inking or use of software database).

I get out and shout. YEHEY!

Pre-registration is encouraged or make it compulsory; People in the Precinct include: Sim distributors, Sim collectors, Database or ink-person, 4 military/police men (2 w/ uniforms & 2 disguised) to make sure no one steals the sims, volunteers to monitor & assist in smoothening of the process; In the precinct, perhaps we should make posters as to the so-called plans/platform of the candidate, currently held position, track-record and the like.
